- For roles based in London, your contractual place of work will be Stratford. The Joint International Crime Centre (JICC) was launched in April 2023 and was created in order to coordinate and support the response of UK policing and law enforcement to tackle international crime. The JICC comprises officers and staff from across UK policing and the NCA, offering a multi-agency approach to meeting the increasing international demands of territorial policing. The JICC provides a whole-system approach to tackling international crime harnessing UK and international expertise and providing access to specialist capabilities both within the NCA and partner organisations including HMRC, ACRO, the CPS and partners across UK law enforcement and criminal justice. The JICC is jointly overseen by the NCA Director General and Chair of the National Police Chiefs' Council (NPCC).

Job description
The UK National Extradition Unit (NEU) respond by triaging and developing leads on extradition requests. High/Medium risk cases in England and Wales are actioned by the JICC, who use all capabilities at their disposal to locate and arrest fugitives. The JICC relentlessly pursue fugitives overseas, including their collection from the jurisdictions where they have been located.
The National Extradition Unit is home to a wealth of experience in specific country knowledge and the processes relating to Extradition both into and out of the UK. The team provide advice and guidance where a subject has fled overseas and in relation to locating foreign subjects in the UK, including the post-arrest procedures for surrendering a subject. The team provide intelligence support by developing subject profiles to assist our in-house operational Extradition Unit and UK law enforcement, to locate and effect the arrest of those wanted by foreign partners. They also work closely with the ILO network regarding UK fugitives wanted overseas and utilise some of NCA's niche capabilities in support of international fugitives hunts.
You will be part of the Intelligence & Operational Support Team which has two primary responsibilities:
- To provide intelligence support and specialist covert capabilities to extradition fugitive enquiries.
- Case review, allocation and management to both extradition ops teams and police forces across England and Wales.
Your role will also require extensive liaison and networking across all police forces within England and Wales to drive activity around extradition cases allocated to them.
This role will involve shift work and unsociable hours at short notice including an on-call rota; therefore, a high degree of flexibility is required.
There is a frequent requirement to travel both nationally and internationally, often at short notice.
The work of the unit can be high profile and crime types are extremely varied.
You will work alongside a team of police and police staff intelligence officers and led by a police supervisor.
It is expected you will be a source of expert advice across a broad range of specialist covert policing tactics.
You should have practical experience of both surveillances, the use of communications data and the management of applications under the Regulation of Investigatory Powers Act (RIPA) 2000 and the Investigatory Powers Act (IPA) 2016.
The role requires the supervision of the receipt of intelligence from both UK and international partners ensuring appropriate dissemination, oversight and management in line with the principles of the National Intelligence Model.
Note - this role is nominally based in central London and will be moving to Stratford, East London in the near future.
Candidates are expected to be within a reasonable travel distance of these locations.
Duties and Responsibilities
Review and allocation of extradition cases - Assess all new extradition cases tasked from the Case Management Unit and allocate as appropriate for operational activity.
Deploying operationally under covert authorities - Deliver covert intelligence functions in support of operational activity, this may involve working with internal and external partners or providing the service directly. Please note - national travel to deliver such activity is a core part of the role and may necessitate nights away from home.
Act as a point of contact for the National Extradition Unit providing expert advice and guidance - Provide expert advice, guidance and support to law enforcement nationally on all matters pertaining to extradition.
Management of intelligence product gained from covert methodologies - Handling of product in line with legislative guidance and internal policy.
Providing expert advice and guidance to operational fugitive teams around the available covert tactics to support their investigations - Assessing and advising on operational teams requests for specialist intelligence support.
Provide sound advice and guidance in respect of intelligence development - Act as a point of specialist knowledge in terms of covert intelligence functions.
Liaison with partner agencies including police forces, Crown Prosecution Service, Westminster Magistrates Court, Home Office and Her Majesty's Prison and Probation Service - Support and advise the various partner agencies involved in the delivery of extradition functions.
To undertake the collection of subjects sought for extradition from around the world when required - Deploy as required worldwide to facilitate the return of those sought for extradition. Please note - international travel in support of this is a core part of the role and will necessitate frequent nights away from home.
Driving It would be advantageous to have a response driving license on application or the willingness to obtain whilst in post.
Person specification
Knowledge of National Intelligence Model - Sound knowledge of the management of intelligence products in line with the National Intelligence Model.
Experience of covert authorities - Experience of applying for and working under covert authorities.
Communications data - Extensive knowledge of communications data.
Operational surveillance experience - Operational surveillance experience – both static and technical.
Risk assessments - Experience of making sound risk assessments in line with the National Decision Making Model (NDM).
Experience complex fugitive enquiries - Experience of intelligence work surrounding complex fugitive enquiries.
