A Master Deputy is a person who has met the necessary requirements set by the Career Development Program. A Master Deputy can be assigned to any position within the office and is responsible for the position’s specific duties and responsibilities.<br>Performs duties under the direct supervision of the Sergeant and is accountable for use of delegated authority.<br>Pursuant to §53.1-29 of the Code of Virginia and Department of Criminal Justice Services (DCJS) and the Hampton Sheriff’s Office policy and procedures, the incumbent must qualify to carry and use firearms.<br>Pursuant to §15.2–1603 of the Code of Virginia incumbent is appointed at-will and serves at the pleasure of the Sheriff. This position is non-exempt.<ul style="margin-bottom: 3.0pt;"><li>Demonstrates positive attitude and progressive actions through the display of professionalism, courtesy and appropriate tact and discretion in all interactions with other employees and with the public<li>Supervises inmate activities and maintain order, discipline, and security by monitoring their daily activities in assigned housing units, during court proceedings, visits, specialized program activities, food service, recreation, and general work assignments<li>Supervises inmates assigned to the Work Release Program; interviews inmates to determine suitability for placement in the program based on pre-established guidelines; ensures continued compliance with institutional rules and regulations<li>Attends to special needs of inmates and attempts to resolve individual problems if possible<li>Supervises inmates in all movements throughout the jail and courts; maintains head count and security checks<li>Receives and screens members of the public and professional community seeking admittance to the jail or courts.<li>Serves as a court bailiff; provides for court and court building security; assists in court operations and executes court orders<li>Processes and executes service of both civil and criminal warrants<li>Transports inmates and others to and from other correctional facilities, hearings, medical facilities, and approved funerals<li>Performs administrative duties, maintains legal files, records, and reports. Enters and retrieves data from management information systems.<li>Ensures all appropriate details are handled daily within the facility<li>Ensures all daily forms are completed and submitted prior to the end of duty<li>Reads, reviews, and maintains familiarity with state and city laws, rules, regulations, and policies and procedures related to assigned duties<li>Make arrests and testifies in court. Performs law enforcement duties as assigned.<li>Must maintain the minimum prescribed criteria for Master Deputy as prescribed in the Career Development Program.<li>Meet acceptable attendance requirements at all times<li>Protects confidential information by preventing unauthorized release, both verbal and/or writing<li>Performs all duties of a corrections deputy when needed<li>Disseminates information as it is given by the Department’s Administration<li>Completes the Job Performance Evaluations on all deputies as required by policy<li>Commends and/or follows disciplinary actions for all deputy sheriffs<li>Follows all Federal, State and Local laws<li>Performs additional tasks as required</ul><p><strong><u>REQUIRED KNOWLEDGE</u></strong></p><p>· Knowledge of modern correctional methodologies, standards, current practices, and techniques; knowledge of the laws, rules, regulations and procedures for compliance with mandated Corrections Standards for jails; knowledge of principles, practices, and techniques of law enforcement.</p><p>· Reading comprehension skills to read, review, and maintain knowledge of federal, state, and local laws, rules, regulations, policies and procedures related to assigned duties.</p><p>· Writing skills to compose letters, memorandums, and narrative reports for the preparation and maintenance of official files, records, and reports including entering and retrieving data from management information systems.</p><p>· Interpersonal skills to explain rules, procedures, and to manager others.</p><p>· Arithmetic skills to add, subtract, multiply, or divide decimals or fractions and calculate percentages. </p><p>· Knowledge of use of force techniques and ability to use force when applicable</p><p>· Appropriate use of firearms and other facility issued or approved equipment</p><p>· Ability to skillfully and safely use firearms and other facility issued or approved equipment</p><p>· Ability to read and comprehend laws, ordinances and orders</p><p>· Maintain composure under adverse conditions such as public harassment, critical injuries, and death</p><p>· Establishes and maintains effective working relationships with other employees, officials and citizens from a variety of racial, ethnic and economic backgrounds</p><p>· Presents evidence in court effectively; skillful in observation and remembering details </p><ul style="margin-bottom: 3.0pt;"><li>Ability to supervise, organize and review the work of subordinates<li>Supervises and trains deputy sheriffs in corrections<li>Interpret operate authorized city vehicles and equipment<li>Analyzes situations quickly and objectively and determine proper cause of action<li>Understands legal rights of inmates, maintains inmates safety and security<li>Supervises emergency situations and maintain control of inmate population<li>Analyzes problems, identifies alternative solutions, projects consequences of proposed actions and implements recommendations in support of goals<li>Appropriately subdue resisting individuals<li>Performs life-saving and rescue procedures<li>Makes sound decisions<li>Gives and follows commands, following through when needed</ul> <strong><u>LENGTH OF SERVICE</u></strong><strong>:</strong><br><ul style="margin-bottom: 3.0pt;"><li>The Deputy must have worked <strong>at least three (3) consecutive years</strong> with the Hampton Sheriff’s Office <strong>OR</strong><li>At least one (1) year with a correctional facility accredited by the Department of Criminal Justice Services in the State of Virginia <strong>AND </strong>at least two (2) years with the Hampton Sheriff’s Office with <strong>no break</strong> in service between the two.<li>Beyond the minimum of three (3) years of service, <strong>longevity is not a criteria for selection</strong>.</ul><strong><u><em>NOTE</em></u></strong><em><strong>:</strong> <br><strong>Appointment to the Master Deputy Program (MDP) is not permanent.</strong><br>Any Master Deputy removed from the CDP for the <strong>first time</strong> may reapply for selection at the end of a twelve (12) month period subject to the Master Deputy grade availability.<br>Any Master Deputy removed from the CDP for the <strong>second time</strong> <strong>must wait a minimum of three (3) years</strong> to become eligible to reapply for selection.</em><br><br><strong><u>JOB PERFORMANCE</u></strong><strong>:</strong><br><ul style="margin-bottom: 3.0pt;"><li>The Deputy must have received <strong>ABOVE AVERAGE </strong>evaluations on his/her last <strong>two performance reviews</strong>. <li>The Deputy must have received an <strong>ABOVE AVERAGE</strong> rating on the <strong><u>SPECIAL EVALUATION</u></strong> which is <strong><u>required for the INITIAL APPLICATION BOARD</u></strong>.<li>The Deputy shall have <strong>NO SERIOUS DISCIPLINARY ACTIONS</strong> within the past two (2) years, <strong>AND NO MORE</strong> than <strong>one (1) WRITTEN WARNING or REPRIMAND</strong> within the past two (2) years <strong>immediately preceding the application for selection</strong>.</ul><strong><u>VEHICLE ACCIDENTS</u></strong><strong>:</strong><br><ul style="margin-bottom: 3.0pt;"><li>The Deputy shall <strong>not have more than one (1) PREVENTABLE VEHICLE ACCIDENT</strong> within the past three (3) years.</ul><strong><u>NOTE</u></strong><strong>:</strong> A Hampton Sheriff’s Office internal investigation by the Accident Review Board shall be used to determine whether an accident was preventable.<br><strong><u>FIREARMS PROFICIENCY</u></strong><strong>:</strong><br><ul style="margin-bottom: 3.0pt;"><li>The Deputy must qualify for acceptance into the CDP with a department approved firearm obtaining a <strong>minimum score of 80 on Day Fire – 1st Attempt</strong>.</ul><strong><u>TRAINING/EDUCATION</u></strong><strong>:</strong><br>The Deputy must have completed <strong>a minimum of forty (40) hours</strong> of <strong>NON-HSO job-related SPECIALIZED TRAINING</strong> within the last two (2) years preceding the application deadline <strong><u>in addition</u></strong> to the mandated in-service training required by DCJS.<br><strong><u><em>NOTE</em></u><em>:</em></strong><em><br>A job-related Criminal Justice College Course of <strong>at least three (3) credit hours</strong> may be <strong><u>substituted</u> </strong>for the<strong> forty (40) hours of Specialized Training</strong>. <br>The Deputy must have completed the Course at a Virginia State Council of Higher Education accredited College or University with a </em><strong><em>minimum grade of “C”.</em> <u>TRANSCRIPT(S) MUST BE SUBMITTED with application</u></strong>.<em> </em><br><strong><u>ATTENDANCE</u></strong><strong>:</strong><br><ul style="margin-bottom: 3.0pt;"><li>Evaluation of Sick Leave usage shall be on a calendar year basis (January 1 – December 31).<li>Excessive use of Sick Leave shall be considered to be <strong>more than 10 days (80 hours) within a year</strong>.<li><strong><u>TARDINESS</u></strong><strong>: </strong>Documented tardiness shall <strong>not exceed</strong> <strong>two occurrences within one year</strong>.</ul><strong><u>ENDORSEMENTS</u></strong><strong>:</strong><br><ul style="margin-bottom: 3.0pt;"><li>Each applicant is required to submit <strong>two (2) letters of endorsement</strong> with their application. <li><strong>One letter of endorsement must be from a Supervisor.</strong></ul><br><br> <br><br><strong><u>ENVIRONMENTAL HAZARDS </u></strong><br><br>The job may risk exposure to extreme heat and/or cold, wet or humid conditions, noise, fumes, odors, moving machinery, electrical shock, traffic and toxic or caustic chemicals. Risk of exposure to bio-hazard communicable diseases and bodily fluids.<br> <br><strong><u>PHYSICAL AND DEXTERITY REQUIREMENTS </u></strong><br><br>Must have the capability to hear, speak and see to communicate with the general public. Must have the strength and ability to apprehend, subdue and restrain criminal offenders. Physical exertion may be required to climb stairs and over walls, run, bend, twist, reach, crawl through tight spaces, kneel in confined areas; sit for prolonged periods of time; move/push/pull or lift heavy objects exceeding 50 lbs; Subject to 24-hour call back for emergencies. Requires annual physical and physical agility test.
