ABOUT THE ROLE
This is an opportunity to have a role within a finance team with huge variety, working across a number of different areas of finance at a council with some unbelievable projects coming up. For instance, the exciting SG1 project is a new development to include thousands of new homes, a 39,000 sq. retail and commercial space as well as large swaths of pedestrian and landscape areas.
Notwithstanding the town is home to three international, sector-leading organisations in Airbus, MBDA and GSK. Don’t be surprised when you see on the news that Mars rovers, space satellites and more are designed and built there!
We are looking for a proactive professional report to the Head of Technical and manage an Accountant. You will play a critical role as the senior capital and treasury accountant, responsible for providing lead expert advice, managing, maintaining, and reporting on the council’s capital and treasury strategy.

Key tasks include:

  • Lead on all Capital and Treasury functions for the council’s general fund (GF) and housing revenue accounts (HRA)
  • Providing technical advice, guidance training and support to service managers to enable delivery of the councils approved capital programme.
  • Research financial implications in order to support decision making, including financing changes, taxation, and leasing issues.
  • Play a lead role in quarterly capital budget monitoring in liaison with the service managers challenging forecasts where appropriate.
  • Maintaining and advising on the strategy for the medium term financial plan including, revenue costs of decisions, borrowing and prudential code implications.
  • Lead on producing the council’s Treasury Management Strategy and treasury reporting.
  • Manage the councils working capital requirements, ensuring cash forecasting is current and fit for purpose, and treasury investments and borrowing are manged and reported.



ABOUT YOU
The successful candidate will have
  • Be CCAB Qualified
  • Have a comprehensive in-depth knowledge of financial processes and procedures in a Local Authority or similar organisation
  • Have knowledge of the latest issues affecting local government
  • Have a proven track record of preparing capital, and asset information for statutory accounts and maintaining and reconciling fixed asset registers.
  • Are an experienced finance business partner
  • Ambitious to progress career within a Local Authority
