At the ORR, the consumer team are looking for a Senior Executive Officer on a 2 year fixed term appointment.

This role can be based at any of our office locations:
London, Birmingham, Bristol, Manchester, York, Glasgow.

At ORR we have adopted hybrid working and are currently expected to work from a workplace location for a minimum of two days per week or 40%.

ORR's consumer team focuses on monitoring the rail passenger experience in the areas for which we have regulatory responsibility.

We recognise success and good practice so that it can be shared more widely, and take prompt & effective action when required.


You will be working to create a better experience for rail passengers, supporting policy and compliance projects across the breadth of the ORR consumer team's work.

We focus on accessibility, passenger information, ticket retailing, complaints and redress.

You will use evidence to understand the passenger experience, put forward ideas for how ORR can use its influence and powers to have the greatest positive impact, and contribute to our industry interventions.

You will need to work highly collaboratively with colleagues from across the consumer team and wider ORR and build relationships with external stakeholders.


A new passenger watchdog has been proposed by the Department for Transport, which could take on some of the functions of the ORR consumer team.

Where functions transfer, roles may transfer to the new body.
